number of comlex attempt and licensure

According to Illinois, 5 attempts total allowed for 3 levels of COMLEX combined. But I wanted to know how does one calculate this If level II is split into 2 exams. So, If it took you 3 tries to pass COMLEX 1, 1 try to pass COMLEX 2 PE and 1 try to pass COMLEX CE, and 1 attempt to pass COMLEX 3, is that 5 attempts total or 6 attempts.

Since COMLEX II is split into CE and PE, does it count as 1 attempt or 2 attempt?

I think it is 5 for Step 1, CE and step III. But I would talk to the FSMB
