Number of faculty members

Is the number of faculty members in a program a sign of how good/bad the program is? I'm applying to EdS programs in School Psychology, and one school I'm looking at has 3 core faculty members and 1 affiliated faculty vs. another program that has 7 faculty members and 2 affiliated faculty. The program seems to have around the same number of students. Thoughts?
