physically being there for the interview

Hi everyone
couple questions about the interviews...

is it really necessary to be physically present for the interviews? Would using skype dock me points? The reason why I ask is I'm hoping to apply for a language assistant program abroad and I'd be out of the country.

Also what month do they usually conduct interviews? For example if I were to apply this fall 2012 for fall 2012, when would I be called in for an interview?
