Please Someone Help Me In Europe

i am a physician from pakistan and keen to get clinical training and specialization in cardiology(interventional).
i wrote to romania and romania looks good to me due to less fees structure comparatively.

but i attended a medical forums on net and concluded that there are other countries which are better than romania in medical system.
i am totally confused and dont where to go.

i need any of my friend's advise for the solution of my problem.
what i need is the friendly atmosphere,no threats(like skinheads etc), less tuition fees, high level training in cardiology (clinical,invasive,noninvasive and reasearch) and well recognised institute in european union.

i'l be grateful for your kind help.
