I'd suspect that it would require a hundred or more credits of A's in a post bacc to mitigate the low GPA and get into an acceptable range.

That being said, SMP is probably the way to go. I have a very slightly higher uGPA (2.97cGPA, 2.67sGPA) but aced my SMP and have an II (hopefully more to come)
 
Honestly you might need both. Post bacc to raise the GPA first fo get good SMP programs interested then ace the SMP

If you are open to the DO route grade replacement and acing new courses could help your case a ton and if you can get those GPAs in low 3.0 territory for DO calculations you probably don't need any SMP
