The question is are you a URM?
If you are then yes you can apply there and probably get in, but if you score a 30 on the mcat you could probably get into top tier as well.

Being a URM and having decent stats like yours would get you into many good schools.
I recommend applying to like a few Top tiers and like 10 to 15 mid tiers.
So get a good Mcat.
