PhD/PsyD Prescription rights question?

Since more and more states seem to be getting prescribing rights, or at least on their way to gaining prescription rights for psychologists, that leads me to an important question... Will all psychologists be getting training to prescribe? If a psychologist wants to just be a traditional psychologist and not prescribe will they still be able to enter traditional programs?
