Register for Step 3 in prelim or categorical state?

Hey y'all,
I am currently performing a prelim medicine year in Louisiana and am going to Massachusettes for my categorical training.... My question is, when I register for Step 3, do I put Louisiana or Massachusettes as my Licensing Authority....
I think the answer is Louisiana, but just wanted to be sure...

Doesn't matter where you register.

I listed connecticut as my licensing authority and I'm doing my residency in the midwest and never ever plan on even visiting connecticut.

taken it months ago.

just pick any state in the union.
