I do not see the Thalamus doing any of the (1) (2) (3) or (4) listed in paragraph one either. Thing is, I don't think its C because dopamine, serotonin, and norepinephrine are involved in the HPA axis.

Only one of the effects of cocaine exposure listed in the first paragraph have to do with abilities: (4) - that is, learning and attention. Frontal lobe is involved in attention. Hippocampus is involved in memory and thus learning. The thalamus is also involved in memory and is functionally connected to the hippocampus.
