Is the time in the beginning from awake to REM not considered a cycle?

This question would be frustrating for me, too. In your defense, the question doesn't say how many complete (REM) sleep cycle can be seen. If they're correct, then we don't count something as a sleep cycle unless REM occurs.

I could be wrong, but since the first cycle of sleep does not include REM sleep, they do not include it as a 'complete cycle'.
