When I first graduated I sent CVs to each and every facility I was interested in working in, (by mail - this was the 1990's) and this was before applications were ALL digital. It is important to have a contact (the right contact person, if possible). With so many facilities on the web with names of directors and key personnel, email those people directly regarding your interest, with your CV attached. It might not hurt to call directly either and inquire about potential openings. I ended up at the facility of my choice in the end, I held out for what I wanted for my first SLP experience. Good luck !
