You are just old. Higher education is a right. Everyone and anyone should have an opportunity to earn a doctorate degree regardless of their ability to pay for it. Schools need to be opened left and right to accommodate them.

I also propose to give everyone a travel grant. Everyone should have an opportunity to travel and learn outside of a classroom.
