Spiral fractured tib fib mystery question!!

Sprial fracture on distal tib & fractured fib 3 in. above the ankle. Broken on Jan. 1st full leg cast above the knee for 4 weeks. Dr. Said healing looked good put patient in below knee cast for 4 weeks.

Returned on the 29 th of Feb, Dr said wasn't healing referred patient to county for surgery recommendation after recasting to above the knee for the next 8 weeks. At recent check up Dr. Said xrays didn't show any improvement come back in 3 weeks for a CT Scan to see if there is any bridging of the bones , removed the cast, and placed the patient in a boot.

Want to know what would be causing the bone to not heal properly. Patient is in no pain but instructed to bare no weight on the leg. Also there is no bone displacement so surgery was not recommended and after 9 weeks was told surgeons would have to rebreak the bones to do surgery at that point. Any professional opinions?!

I suspected it's because the doctor thought it was fractured, when in actuality, it was broken. Totally different.
 
I KNEW it hurted real bad so it had to be broken, but you're telling me its fractured?? Is that better or worser??/
