Strong Tie to State with Admissions?

Just curious- does the fact I was a born and raised (birth though age 15) in Texas mean that I can be right under the actual in-state applicants in order of preference or am I void now? I mean dang it is 3/4 of my life!

I have all my relatives in Texas and would love to go back to any of the schools but with preference being Southwestern or Texas Tech
