Submit without LOR?

Hello,

I am applying to Family Medicine this year. My board scores aren't great:
Step 1 - 200
Step 2 - pending
Level 1 - 480
Level 2CE - 500
Level 2PE - pending

With these, what are my chances of getting interviews at the first screen?
Also, I have 5 finalized LORs that my school has not uploaded to ERAS yet. I asked them to do so asap, but they probably won't do it for a few hours after ERAS opens tomorrow.
My question is: should I submit my application as soon as it opens tomorrow, without my LORs uploaded to ERAS or should I wait for my LORs to be uploaded?
With my mediocre board scores, I really wanted to submit my application as early as possible...

We've been hearing that there are issues going on with ERAS at the moment. Regardless of that, LORs are going to be important and should be submitted with your application, especially if you're not pleased with your scores.
 
Thank you for your reply! My LORs have been uploaded, now I am just trying to add them to each program.
