Sudanese doctors in US? To be or not to be a Doctor

Hey guys!
So I'm currently a Sudanese senior in an American school and I have a decent SAT score that would get me to a good Med school in Sudan. My problem is the new declaration made by the US and UN that they wouldn't allow Sudanese doctors to work in these countries. aka US and all UN countries. Since I was planning to go to the US after I finish studying medicine in Sudan, I've been having second thoughts after I heard this news.
My question is: Is this declaration being applied now or it's still a decision to be made?

If you want to practice in the US, go to school in the US. By the time you graduate, there will be more US graduates than there are residencies, making it all but impossible for you to come to the US to practice.
