I'm a Canadian applying for SUNY next year. According to their site (http://www.suny.edu/Student/paying_residence.cfm), I can pay in-state tuition after first year if I have proof of domicile (e.g. NY driver's license). I'm planning to exchange my Canadian driver's license for a NY one. Is that all I need to be eligible? It seems a bit too easy and that I'm cheating through a loop-hole somehow...

Canadian students aren't eligible for in-state tuition at any point. You have to be a US citizen or permanent resident to be eligible.
