TA who just received his phd is writing my lor

They want it from a professor, I believe. You could have the TA write it and some more established professor cosign it.

I got a lor from a phD student who was teaching the class independently. I had no issues. That being said, she was serving a "professor" role.
 
Have his/her supervisor (the faculty member) cosign it and it should be fine. In academia, having a PhD does not give you the same status as a full or even assistant professor in the field. It's kind of like being a low-ranking employee versus being a manager.
