You have a strong GPA and if you can score at least 508 on the MCAT you should be competitive for the TX MD schools. More shadowing hours would be helpful. The California schools are unlikely since very few TX residents attend MD school OOS.

More volunteering will help. You could apply to the med school affiliated with your own undergraduate school. OOS schools to consider include:
Quinnipiac
New York Medical
Oakland Beaumont
Western Michigan
Any new private MD schools that open in 2017 (Seton Hall, Henricopolis, Roseman, etc.).
