To work in US as a physician, must one redo residency?

Let's say someone finished residency in some foreign country, then done fellowship in the US, can that person work in the US? Or will s/he have to redo residency?

Even very accomplished international physicians must complete a residency in the US to work in any specialty.
 
There have traditionally been some exceptions (i.e., Anesthesia fellowships completed in the US after Anesthesia training in first world countries) but those doors are rapidly closing. You should assume that you will have to repeat your training in the US, if only because many hospitals require BE/BC to hire and/or offer staff privileges which requires US/Canadian training (and some Royal College exceptions).
