All schools see all scores, but they have different policies about what they "consider". Even if the policy is to consider the highest score, they do see the lower score(s), and you can't totally ignore something if you can see it.
However, sometimes they will take the highest score and print it in big letters on your cover sheet. Or sometimes they will take the average and print that in big letters. Or the cover sheet may not have big letters. Different schools are different.
