I'm going to assume you don't mean transferring in the middle of the pharmacy program.
I was accepted this fall as an out of state student. It seems that if you get an interview, after that point your residency doesn't matter much. But I was one of only a handful of out of students there.
I'll have a bachelor's in Biochemistry this spring with a 91 PCAT and a little over a year of pharmacy experience. I have a more detailed post somewhere in the "what are my chances" thread... beyond that, I'm not sure what to tell you.
