There was a thread on pre-allo about this. It has been down for weeks.

I've been trying to create one so I can begin organizing my EC's (applying next cycle).

It finally let me register, but failed to send me an email so I could verify it. Pretty annoying.

So is it weird that since I created my MDApps this summer, I've ALWAYS had to "login" two times to get in. The first time nothing happens and it just refreshes the login screen. Still does this to me.
