Sorry, I'm just a M1 and am only able to guess to that these designations are in regards to residency length , could someone please enlighten me.

If you are able to confirm my assumption, are there any programs that are only 3 years total of post grad ed?

You are correct, it's about residency length.

1-3 is three years of EM residency
1-4 is four years of EM residency
2-4 you do an internship year, then three years of EM residency

Most are 1-3, with just 3 post graduate years.
