how can II be a correct statement? I thought that the lens farthest from the eyepiece has to make a real image so that the lens closest to the eyepiece can use that real image as its object.

and if II is in fact a false statement, how can you even go about doing #22 (jpeg 3)

II is correct. The image of first lens in a 2-lens system serves as the "object" for the second lens.
For question # 22, you know where the final image is (at the fiber bundle). You use that image and focal length of Lens-2 to find where the "object" was. That "object" is the image produced by Lens-1. You again use the lens equation to find where the true object was placed.
