2018 FAP Poverty Guideline (Is it not 300% anymore?!?!)

Can anyone clarify for me how the 2018 FAP Poverty Guideline works? I apologize in advance if it sounds stupid.

In order to be eligible, do we have to be below 100% or 300%? Because this year they didn’t say anything about the ADEA Poverty Guideline.

2017 Year:
Applicant’s and family total income is 300% or less than U.S. Poverty Guidelines level for that family size.
BUT THEN, it shows a chart with 100% U.S. Poverty vs. 300% ADEA Poverty
(I assume 100% for ADEA is 300%???)

2018 Year:
It said, “Income for applicant, parent/guardian and/or spouse must not exceed 100% of the U.S. Federal Poverty Guideline”
Then it wrote: The 2018 ADEA AADSAS Poverty Guidelines are different than the 2017 ADEA AADSAS FAP Guidelines --> Is the ADEA 100% still "300%" (or different as in the numbers are a bit different)

Scenario:
Lets say I don’t have any income but my parents have an income of 30K, I qualified for FAP during 2017 because it was less than "300%" (<60K).

Now for 2018, I don't qualify because it's greater than "100%" (>20K).

Bottom line is: Does the 300% still exist? I mean the ADA DAT FAP did use the 300%. But idk.
I don’t know if they became stricter on giving FAP or I just can't understanding instructions…Can someone let me know how this works? Thanks!
