I think it does. I also think getting a complete email is nice for those that have been waiting. It means you haven’t been reviewed yet and now you may get reviewed and offered an II!!

I got the email on 10/21, and received the package in my mail on 11/12! The physical letter was dated 10/30.

Not sure when I was complete but I submitted my secondary as soon as I got it. Only december dates were available, up until like the 17th I think
