Bump, could really use some advice if my list is too top heavy or not top heavy enough

As long as you apply to all your PA schools (add Drexel and Commonwealth) you can apply anywhere else you wish. You should receive interviews from schools outside of PA also.

I'm outside of the 90th percentile for the MCAT for the places. Is it okay to apply there still?

Yes, Commonwealth offers interviews to over 40% of PA applicants and Penn State, Drexel, Temple and Jefferson offer interviews to 20% to 25% of PA applicants. It is not the applicants with poor or below average stats that are receiving those interviews.
