You should add Eastern Virginia, Virginia Tech and West Virginia. Other schools to consider:
Hofstra
Rochester
Cincinnati
Miami
Washington University

I agree all your in-states should be in play. The desirability of your metrics are only offset by the relatively smaller amount of shadowing and the proportion of tutoring as your chief non-clinical volunteering activity IMO.
