A Letter of Intent?

Please forgive my confusion. When someone mentions sending a letter of intent, is this a letter that is sent after an interview and before an acceptance/rejection? And generally what would one include in the letter? How common is it to send a letter of intent, and how much good does it really do? Could anyone that has sent one, or anyone that may know help me out. Thanks.

They are traditionally sent to schools that have waitlisted you and they basically say that you intend to attend their school above all others should they accept you.

I have two schools that are both really my number one choices. I went under review at one and got to a second wait list, no interview. Is it okay to write a letter to that school (with no interview), but if the time comes, write to both?
