A question about guidelines for deans

I realize every school is a bit different... but I know there is some sort of governing body that limits the power of a dean.. for instance, a promotions board(or equivalent). But is there an actual document that limits the power of a dean? And are students allowed access to this document?

My school has a student handbook that outlines all of the school's policies on promotions, discipline etc. That is definitely provided to the students.

If you are asking if the LCME sets national regulations on things like that, I have no idea.
