I found this question slightly alarming. There is absolutely no mention of the "Civil War" in this particular passage. In fact, there is no mention of the word 'war' in the passage at all.
Every verbal strategy I've read (and grown accustom to) has taught me that answers that involve external information are always wrong.
I know the Civil War is pretty common knowledge, but the fact this passage makes no mention of any kind of war makes this answer choice out of scope.
I have not done any official AAMC Exams yet. Is this 'type' of verbal reasoning new? Is this a curveball that requires a new verbal strategy for upcoming exams?
