So, if I submitted the primary previously with one school listed but withdrew a few days later w/o it being verified would I have to say that I am reapplying if I submit it a year later (but with different schools)? Any infromation is greatly appreciated. Thanks,

I think if the school ever got your information from AMCAS you are considered a reapplicant.

I know that, but what about if they didn't but the primary was submitted in general (but not verified)

Even if you submit to AMCAS, your app isn't complete until it's verified. If it's stopped before getting transmitted to schools, you don't have to classify yourself as a reapplicant for those schools if you apply again later. They wouldn't have started a file for you. My two cents, but best to directly call AMCAS and check.
