??? about the scope of surgical practice for a small town FP?

So I've been hearing that rural FP's can be trained to do uncomplicated OB and some general surgery. No doubt that this is true, but what specifically is a small town FP's scope of surgical practice? Is it limited to appy's and C-sections?
