acid/base question: buffer

at the buffer region (1/2 eq point) is the concentration of the titrate half of that of the acid? or not necessarily.

i didn't think it did but a review site... it says:

[acid] = [conjugate base] or [base] = [conjugate acid], pH = pKa, and [titrant] = 1/2 [weak acid/base]
