I doubt it makes any difference at all in terms of obtaining a residency in these fields. Both have similar reputations and you shouldn't have a problem matching in IM or EM if you do reasonably well at either of these schools.
Go to Maryland! In-state tuition + better reputation. Both IM + EM depts. are outstanding. Congratulations, I am a former MD resident and wish I'd had the choice!
