You could receive interviews at these schools with your stats:

Your chances for a MD acceptance are in the 50% range so I recommend applying to at least 8 DO schools also. You are competitive for all DO schools with your stats.

Do NOT retake that MCAT!!! CARS is the one MCAT subcategory that gets cut the most slack.

Year in School: Graduated from UC San Diego with Bio degree, will be doing BS/MS 17'-18'. Applying during 18'19
Residence: NY 2008-2014, CA 2014-Now
Cumulative GPA: 3.51 (Order of 1st,2nd,3rd,4th years: 3.28, 3.52, 3.67, 3.85)
Science GPA: 3.52
MCAT Scores: Jan 2017 509(130,123,128,128), Currently studying to retake in Sep 1st.
Research: Independent Neuroscience project for my MS Thesis, will not be published until other scientist pick up the project to further develop it.

Questions needing advises:
  1. I know GPA/MCAT is my weakness, I am trying to retake MCAT. Do you think I will be needing a post-bac program to boost up my GPA? The Avg gpa of 3.7-3.8 on MSAR scares me.
  2. If you have any insight, what do you think are my chances of getting into UC Irvine/ Davis?
  3. Is there anything you think I should do in my BS/MS Year to boost up my app besides getting a solid all As in my graduate classes?

Wait what do you mean? I've been told by my-med advisers that I will not get into any mid-tire med school, nor possible for staying in Cali, with my 123 on CARS. They said it doesn't matter that English is my 2nd language and that I started learning English much later, it still puts me at dangerous disadvantage.
Most pre-med advisers are *****s.
 
Also, do NOT do a post-bac, unless you get completely shut out this cycle.

You also need to have some DO schools on your list

Im adding Touro and Western on my list. I am so Hesitated about retaking MCAT... Literally I'm currently 14 days into my studying lol

You have too many OOS state schools, which favor the home team. CNU has been discussed in other threads as to why not to go there.

I can't recommend Penn State. Do a search why.

You had too many Keck/Emory class schools and need a higher MCAT for them to reward reinvention.
