I spoke with the administration this morning and it seems as if a little over a dozen AF HPSP medical students commissioned before October 1, 2016 have still yet to receive their stipends. I was told this morning that the delay was due to the most recent changes in the executive branch, but I have no way of verifying whether or not this is indeed the case.

I, personally have yet to receive a stipend, and I was commissioned in September. Is there anyone in this forum who has any experience with this particular situation? Does this particular situation deviate from the norm, or is this pretty much par for the course as far as dealing with the military?

Wait, so you haven't been getting paid for the past 4 months?

This is the first time I have heard about this happening to student stipends, but they screw up active duty pay all the time. So far, the constants have been:

1). They will always pay you what they owe you, eventually

2). They will never appologize or even acknowledge their error other than by eventually paying you.

Be aware that it is completely your responsibility to fix anything that may be wrong in the admin side. Just keep pestering them until something happens

A classmate of mine, who is USAF HPSP, had a similar situation this fall—it was really surprising to me. Whereas I (Navy HPSP) started receiving stipend right away, and even received the signing bonus before I expected it, I've noticed the other branches seem to have trouble with initiating pay (conclusion from a small sample of my classmates in the Air Force and Army—not at all ragging on the other branches here). If they've told you its due to recent changes at the White House, they're pulling your leg, especially since you should have been on payroll long before election day. Congress has already appropriated your pay—they have the dough. Assuming you need the stipend for your housing and sustenance, it's not acceptable for you to have to forgo pay this long. Consider it a bureaucratic indoctrination!

My suggestion is to be forward with your administrators—call them frequently, send emails—civvies can be helpful as well. I've found that building good working relationships with your superiors and admin folks in Washington can go a long way in getting what you need (and want) from Uncle Sam. Good luck—as Perrotfish said it will all work out!
