Yes submission just means putting in your credit card number and pressing submit.
Last year during the busy time when they had yet to upgrade to more servers, it took 10 minutes to get from one screen to the next. Then it would sometimes never get to the next screen. Errors were abundant. Also the credit card thing was broken for several weeks. For some people, once you typed in your credit card and hit submit, it would tell you that they were too busy and to try again later. Meanwhile your credit card was charged the full amount ($420 for me) each time and you application was never really submitted. It took me seven tries and almost $3000 removed from my bank account (plus overdraft protection fees) before I thought better and checked my bank account (I was using a debit card -- a stupid mistake, so don't use one). From there I was afraid to try it of course but finally got the nerve one day and it worked. By the way, when they did refund my money several weeks later, they refunded $420 too much. That never got straightened out and now I'm in medical school so I don't care much. I still always keep an extra $420 in my account for fear that one day they'll figure it out and come looking for it.
