AMCAS deadlines

Anyone on this forum heard if the posted deadlines (i.e. Oct 15th, Nov 1st, Nov 15th) are for the submission of the AMCAS of for the review and release of the primary application by the AMCAS folks. I've got a friend who is freaking out because he waited until the Aug. MCATs were posted to submit and AMCAS as of this weekend hadn't recieved his transcripts to commence the review. I said I thought it was the submission deadline, but I wanted to confirm the accuracy of that statement with some folks who have possibilty heard through the grapevine what the deadlines actually means.
