Anybody else trouble w/ AZ WICHE Cert officer?

I swear the Arizona WICHE Certification Officer has a personal vendeta against me. It seems like she is doing all she can to STOP me from being certified as an Arizona resident. Is there anybody else that has had bad (or good?) experiences with this woman?!
