applied for categorical, got prelim interview

Hmm, so here's the question. I applied for a categorical position last week and I received an interview invite for PRELIM surgery. They have made this decision based on my CAF and Step1/Step2 scores only (No LORs, MSPE, transcript, etc). Are they basically saying screw you? I'm a bit bummed about this since I scored 99 on step1 and have a pretty good CV. Any advice?
