Applying outside of region - Texas to Northeast

Hi everyone,

I will be applying later this year from Texas. I was wondering between Philadelphia and NYC, which of the two cites seems to have more programs friendly to out of region applicants. I nuance my question with the fact that my S.O. will also be a resident in one of those cities (she is applying now so we wont know which city till March) but your replies would be helpful in rethinking her rank list if necessary. I understand that having a connection to the region helps but at baseline, it would be helpful to know generally what city is more friendly to out of region applicants. Thanks!

If I had to guess, I would say Philly is a touch easier to get into. U of Penn is one of the top Rads programs, so that will be hard to get, however.
