Other Are Canadians allowed to apply for a transfer to the States?

I am a current Canadian resident and CMG. I want to switch into a different specialty in the States. Do programs accept transfers from Canadian residency programs? Or would I need to enter the match?

If it's for a different specialty, you'd prob have to apply and enter the match or try for an unfilled position after the SOAP, because you'd be going to a first-year position?
I do know of someone who transferred to the same specialty - started EM residency in Canada and transferred to PGY2 in the US in an EM program. But she went from a 4-year to 3-year program after having done 2 years, so they made her do PGY2 and PGY3 in the US. You'll need the USMLEs though.
