i'm guessing because rate-limiting = slowest step, thus, it can't be at a max velocity
 
i actually agree with you...C looks like the answer, but B is pretty good too. the reaction would have a max velocity if the "drift speed" of the substrate to the enzyme is the rate limiting step...which is essentially what B is saying, the collision rate.
