Are nursing home patients considered underserved?

"Medically Underserved Areas/Populations are areas or populations designated by HRSA as having too few primary care providers, high infant mortality, high poverty or a high elderly population. Health Professional Shortage Areas (HPSAs) are designated by HRSA as having shortages of primary medical care, dental or mental health providers and may be geographic (a county or service area), population (e.g. low income or Medicaid eligible) or facilities (e.g. federally qualified health center or other state or federal prisons)..."

Why do you ask?

on the UCI secondary, it's asking if i've worked with underserved populations for at least one year, but I wasn't sure what the exact definition for underserved was. I've volunteered at a nursing home in an underserved area for two years, but i'm not sure if nursing home patients themselves are considered underserved. I have also been a sex ed teacher at my school, and a lot of my seminars are geared towards students who experience cultural and communication barriers when seeking care for their reproductive health. I wasn't sure whether this latter population was considered underserved either.
 
also i looked up my hometown and the area of my college on the MUA finder, and both areas are considered underserved. i'm not sure if this is enough for me to say that i've worked with underserved populations for at least a year though
 
I don't know for sure but I would think that they are going more for employment/volunteerism with Federally Qualified Health Clinics (FQHC), Indian Health Service clinics, etc.
