Are you considered a re-applicant if you submitted your AMCAS application with a full list of schools but you withdrew the application before it was verified?

Ooooh. that's a tricky one. I can definitely see both sides. You better call AMCAS and ask them.
 
I just got a response from [email protected]. I am posting it here for the future:

"AMCAS defines an applicant as "previously applied" if his/her application was submitted, processed and delivered to the school in question (applications are not delivered if deadlines were missed). If all three of those conditions were not met, then you are not considered a re-applicant at that particular school. Please keep in mind that "previously applied" is recorded on a school by school basis.
Your application was not processed and it was not available to the medical schools. Thus, you are not considered a re-applicant."
