Army Leadership & Civilian residencies

    It seems some of the past (and the current ) army surgeon generals did their residencies at civilian institutions. is this reflective of a now-discontinued policy or was it because they were talented/capable medical students?

    More than likely it's the former. Civilian deferments used to be much more common.
