Army Orders, per diem, reimbursement, etc

Hopefully someone more experienced can help me. I've already called the HPSP office about this and my advisor was both surly and unhelpful.

I have orders to to an early 3rd year ADT at Keller ACH in West Point, NY in ortho/sports med. I already have my orders, and my travel is set-up and I've confirmed both the plane ticket and the rental car reservation.

I have two issues:

1. My orders state that I should use base housing, and if none is available, I should obtain a "non available" control number for reimbursement. My contact at the hospital says that there is no "base housing" per se, but there is a 5 Star Inn on post. I've made a reservation and it will be $41/night.

Where in the world do I get a "non available control number"???

2. As far as I know, there isn't a government mess available for me to use like there is at Ft. Sam for OBC last year. I'm assuming that means I'm eligible for a daily per diem, but I'm not sure about how to go about getting that.

Do I just look up the local rate and put down $xx.xx x 30 days on my travel voucher when I submit it????

Does per diem authorization have to be printed on my orders in order for me to actually get it????

The 5 Star Inn is the Army Lodging site that you should be staying at. If, when you arrive they do not have a room for you (it could happen even though you have a reservation) they will give you the "Statement of Non-availability" which you then will submit with your travel voucher and bill from what ever hotel you end up staying at.

You may be authorized to eat in the Dining Facility at the hospital if your orders state something like "Government mess is authorized." Just show your orders to the person taking money and they should be able to let you know.

If not, your per diem is calculated by the number of days on your travel voucher when you submit it. You do not have to put down the rate. DFAS will calculate this out for you. You generally have to pay out of pocket up front, then the government will reimburse what you spend, up to the per diem amount. No fancy steak dinners every night because they won't pay for that, but you might be able to make a little money if you dine on the dollar menu at McD's every night. 😉

Have fun. Sports med/ortho is pretty fun. Remember to turn your travel voucher in quickly after your ADT so you get paid in a timely manner.

Thanks. I do have a reservation at the 5 Star Inn. It is $41/night. I'm assuming that I pay for this upfront and submit it on my travel voucher, correct??? I'll check with the dining hall at the hospital. I hope they say no, because the per diem rate for that area is something like $43/day. I'd much rather pocket most of that money. 😀

As an officer you always have to pay for your own meals. The availability of government mess affects the per diem rate you will be reimbursed. You can choose to eat wherever you want. You will automatically receive per diem with your travel settlement, you don't have to look anything up or write anything down on your travel voucher.
