So, how would one go about gleaning such data on a given program?

I've been asking every program I've gone to. So far, the consensus seems to be that approximately 15-20% is the national average. The highest i've heard of so far is 30% at BIDMC. A few including MGH had essentially a 0% attrition rate in the past few years. If you are interested in a given program, I'd write to a resident there and ask. Good luck!
